Phil and Lil are Betty and Howard DeVille's children. They are one and a quarter years old. Though they are un-identical twins, they look awfully similar and can often fool people just by putting Lil's bow in Phil's hair. They find it annoying when people get them mixed up though. Phil and Lil eat disgusting things. Their favourite foods are dog food and worms (or "chocolate spaghetti"). Some of the things they do are pretty weird and disgusting too. Phil once put a big spider in his mouth, and Lil once touched Spike's tongue while he was asleep. They are best friends, and are always ready to follow Tommy on an adventure.
